Can a non uk citizen serve in the royal navy as an engineer?

I am lebanese born in kuwait although i am not a british citizen i consider myself strongly tied to this country i have studied in a british school since KG in kuwait , did gcse , will graduate from a british uni and most importantly i respect the all values of this country btw i am not muslims just so u know!
