I have a friend who.....?

doesn't ever initiate plans, so as her friend, I'm always the one to do it. She's very likable, that's a known thing among our mutual friends, and I know that she has other friends and other plans because sometimes when I ask her to go out, she has plans with her other friends. I've heard from others and I know of a few people that she has decided to ignore completely but I've heard the stories of why. Is this girl just high maintenance or picky when it comes to friends? I feel that she sometimes cuts off her connections with people. What do you all think? I spoke to her about it, and she says that "some people you meet, and they are meant to be kept in your life, and others are just meant to be let go." I think that's so true, but it must take guts to just cut someone that you don't like out of your life, right?
