In street fighter 4 does ryu unlock gouken?

plz help ive bin doin the 2 perfects and 3 ultra combos with akuma and nuthn happen, why?? plz let me no cuz im fustrated, do i have to do it with ryu or can i unlock gouken with anyone, thanks
